Explanation

eSRS reporting provides the government an insight of how its contracting money are being distributed among small and disadvantaged businesses. This authoritative source of subcontracting information provides government users the ability to generate reports and creates higher visibility and increased transparency into subcontracting accomplishments across the government.

According to eSRS reporting, it is a requirement to have small business goals while handling a Defense Contract Order. There should be a goal calculation for the defined Small Business Classifications with a distribution of the goals over the contract period. The goals are calculated for each Defense Contract Order.

To perform the goal calculation, there should be a set of completed prerequisites which are explained under prerequisites section. As a summary the Small Business Classification Codes should be connected to the suppliers, primary suppliers should be defined to the purchase components, part cost should be calculated for cost set 3 and Defense Contract Order Items should be created including the ordering periods.

When above mentioned prerequisites are completed, then user can perform the goal calculation at Small Business Goals and Reporting page using the Calculate Goals command.

During the Goal calculation, the system will check the following information

  1. Parts, Quantiles, Ordering Periods added in CLIN and SLIN lines of the Defense Contract Order Items of the Defense Contract Order.
  2. Using Part Cost/Cost Set 3 information, the Purchase Components and costs of every part listed above are identified.
  3. For every purchase component the Primary Supplier is identified, and the Small Business Classification Codes are identified.

As part, quantity, ordering period, purchase components, purchase cost, primary supplier and classification codes are identified, the system sum up the cost against every classification code and the goals are displayed against the classification codes and separated among the ordering periods.

The goals are mainly divided as Large and Small for every ordering period and the summation of the Large and Small Goal percentages should be equal to 100%.

Other than that, there are classification codes which are the sub classifications of the Small category. For the sub classifications, the summation need not to be 100%.
