eSRS reporting provides the government an insight of how its contracting money are being distributed among small and disadvantaged businesses. This authoritative source of subcontracting information provides government users the ability to generate reports and creates higher visibility and increased transparency into subcontracting accomplishments across the government. According to eSRS reporting for a Defense Contract Order, it is a requirement to find the actual subcontracting cost distribution among different Small Business Classifications and compare with the Small Business Goals. The actual calculation and the comparison with goals is performed at Small Business Classifications Usage Analysis page. The actual calculation is done for the Defense Contract Order over the analysis period set in the Small Business Classifications Usage Analysis page. To perform the actual calculation, there should be a set of completed prerequisites which are explained under prerequisites section. As a summary the Small Business Classification Codes should be connected to the suppliers, primary suppliers should be defined to the purchase components, part cost should be calculated for cost set 3 ,Defense Contract Order Items should be created including the ordering periods, Project must be connected to the Defense Contract Order and project activities must be connected to the Defense Contract Order items. When above mentioned prerequisites are completed, then user can perform the actual calculation at Small Business Classifications Usage Analysis page using the Calculate Actuals command.
During the actual calculation, the system will check three main areas to find the actual results.
From the purchase order lines, inventory transactions and Shop order Issue transactions, the system identifies the components and the quantities which are required for the actual calculation.
The actual result is mainly divided as Large and Small and the summation of the Large and Small actual results percentages should be equal to 100%. Other than that, there are classification codes which are the sub classifications of the Small category. For the sub classifications, the summation need not to be 100%.
